If it is the same problem, then it is a combination of high memory usage on the server, and the thing bug in Notebook API that may lead to the global experiment cache gets expired and removed from memory. If this keeps reoccurring before you get a chance to upgrade to 2022, then adding more RAM to the application servers may reduce the frequency of this problem. Looked at the KIELNAPP03 API log file to, the pattern is the same.

Object reference not set to an instance of an object. So please look into see if there are any other jobs running on the application servers that might use a lot of memory. For now, the work-around will be to restart IIS if the problem comes back. And as mentioned, the bug is fixed in 2022.
