Does the order authoring the instruction callouts affect the order it is displayed to the consumer / end user?
No the order is only for the author to structure and find the step more easily when working the guides.
As the extension has no access to the backend how do we make guides targeting specific roles?
The tags are a good way to filter instructions in different ways. One good usage is to filer by role but could also be used in other ways.
