Uninstall the Launcher

Empty the following folders:

C:\ProgramData\DassaultSystemes\3DEXPERIENCELauncher

C:\Program Files\Dassault Systemes\3DEXPERIENCE Launcher

Reboot client Computer
Reinstall the Launcher with administrator rights.
